    From what I've heard, it's because of the formation of "superteams" in the upper league. Basically, imagine YSL, Bittersteel, GODLIKE. Banderas and Brizo in the same team. That wouldn't be fair to ANYONE.

    Fleet has always been 2 people at a time, and I'm certain the devs will not make 3 man (or more) fleets. Surely no one wants 3 p2ws with tiered legendaries to fleet together...
