    I know this sounds really dumb, but why is there no common or legendary perks?

    Maybe its coming out on the update!!!

    I'm hyped... Hype train!!! Choo choo....

    I imagine there aren’t any common perks for the same reason there aren’t any common pieces (no one would want them).

    Legendary perks, I’m not sure. But I imagine it’s because there is no suitable way to disseminate them through RNG with the desired scarcity.

    Hyper-Rare legendary perks would be easy to fit into the current RNG. It would be much harder to decide how frequently to give common perks, because exactly as @ViscountSniffit said, no one would ever want them, so making them the most common thing you get would be... Let's just say if Rovio wants happier players, this wouldn't be the ticket...
