Fix Guild Rivalry Ties

    Rivalry tie = Best ranked guild goes first?

    What's the point?? How are we supposed to get ranked up if the ones already on top are going to use their high rank to stay on top??

    Guild rivalry ties are very common, now that we have the same boards and it's more balanced.

    Solution : First come first served. The first guild to reach the highest number of quests done wins.
    All first three have 44 = First one who finished 44 gets top place, then 2nd gets second, etc..

    This way work hard = get rewarded.
    Otherwise it's unbalanced and not rewarding.

    I thought it was highest infamy rank = higher on the board in a tie?
